Plenary Sessions Schedule

The   Plenary Sessions   of   IEEE CATCON 2013 , will be held at Jadavpur University Campus, Kolkata, India between 06-08 December, 2013


Dr. T. V. Oommen is a Ph.D. Chemist who started working for the electric power industry in 1976 for Westinghouse Electric Company and then continued with ABB Power in 1991 until his retirement in 2000.   Thereafter, he worked as a consultant. Dr. Oommen has conducted research in several areas including cellulose degradation in electrical equipment, and electric breakdown and discharges in solids and liquids. Moisture in transformers was one of his primary areas of research. He has published over 75 technical papers. He earned his Ph. D. from the University of Washington in Seattle in 1970. One of his inventions earned him the coveted R&D 100 award in 2000. He is listed as one of the top inventors of 2000. Dr. Oommen and his wife reside in Raleigh, North Carolina.

Plenary Session 2   :   "INSULATION ISSUES RELATED TO SMART GRID AND INDUSTRY APPLICATIONS" by Dr. Shesha Jayaram, University of Waterloo, Canada

Dr. Shesha Jayaram received the B.A.Sc. degree in electrical engineering from Bangalore University, Bangalore, India, in 1980, the M.A.Sc. degree in high-voltage engineering from the Indian Institute of Science, Bangalore, in 1983, and the Ph.D. degree in electrical engineering from the University of Waterloo, Waterloo, ON, Canada, in 1990.
She is currently a Professor in the Department of Electrical and Computer Engineering, University of Waterloo. Her research interests are developing diagnostics to analyze insulating materials, industrial applications of highvoltage engineering, and applied electrostatics. Prof. Jayaram has been an active member of the IEEE Dielectrics and Electrical Insulation Society and the Electrostatic Processes Committee (EPC) of the IEEE Industry Applications Society. In both, she has contributed as a Board Member, the Chair of EPC during 1998–1999, the Session Organizer/Chair, and as a member of the Paper Review Process Committee. She is a Registered Professional Engineer in the Province of Ontario, Canada.


Dr. Rodolfo Garcia-Colon was born in Xalapa, eastern area of Mexico, where he obtained his BSc in Electrical & Mechanical Engineering. Afterwards he obtained his MSc and PhD from the University of Manchester, UK; His main field of research involves the development of ultra wide band partial discharge detection techniques for underground cables, transformers, bushings and GIS. He has published over 60 papers in international forums and has directed over 10 MSc and BSc Thesis. Dr. Garcia-Colon has been an IEEE volunteer for his local Chapter and Section and was IEEE PES Chapter Representative for Mexico and Puerto Rico until 2009. Currently he is serving as Dielectric and Electrical Insulation Society Administrative Committee Member at Large and DEIS World Chapters Chairperson. Dr. Garcia-Colon joined the Mexican Electrical Power Research Institute (IIE) 26 years ago as a researcher and project leader, involved in dielectrics and electrical insulation. At present, he is responsible for a newly created Postgraduate Center.
